Class Environmental Assessment Process

This study is following the approved planning process for a Group B Project under MTO’s Class Environmental Assessment for Provincial Transportation Facilities (2000), with the opportunity for public input throughout. The MTO Class Environmental Assessment (MTO Class EA) is an approved process under the Ontario Environmental Assessment Act for planning and designing provincial highway projects

For work impacting Rainbow Falls Provincial Park, MECP / Ontario Parks filed a Statement of Completion in October 2022 for the requirements under the Class EA for Provincial Parks and Conservations Reserves (2004).

The project was initiated as a Group B project during Preliminary Design in 2021. During that study phase, a Transportation Environmental Study Report (TESR) was completed, and a Notice of Completion was issued which included a 30-day public comment period. During this time, no Part II Orders were made, and the project was deemed to have been approved under the Ontario Environmental Assessment Act, able to proceed to Detail Design.

The Detail Design phase continued as a Group B project under the MTO Class EA.

For more information on the MTO Class EA process, the public may reach out to the Project Team on the Contact page, and/or the following documents are available to assist with understanding the process:
